Those repositories are no longer current, so you shouldn't use them
anyway (but I'll check into whether or not they are corrupted).

All the sipX repositories have been merged into one
(http://scm.sipfoundry.org/rep/sipX), so you want:

svn checkout http://scm.sipfoundry.org/rep/sipX/main

which takes a while, but is working fine.
