Just a little experience from another group that went down this road.
The sipX projects were (before going open source) all in one (Perforce)
repository.  When we released them to open source, we split them into
separate repositories with the idea that it would make it easier to
manage separate releases.  

I would encourage a structure like:

  p1/main
    /branches/
    /tags/
  p2/main
    /branches
    /tags

but all in one repository; that way you can, as an atomic operation,
branch or tag all the components.

I pushed using separate repositories in sipX at the time, and now
believe that it was not the best way to go.
