No proxy, unless telus is doing this to all port 80 traffic. We do have a
toy nat firewall, our network guy suspects that might be the problem.
I'll try https; I'll let everybody know how that works.

Are you behind an HTTP proxy?
svn runs over webdev/http, and some proxys don't understand or correctly
pass the webdav methods. See:

One way to circumvent that problem is to do everything over ssl (always
use the https: form of the repository url)
