[reSIProcate] whether NOTIFY message must have the event header

hi,everyone,
     I don't know whether the NOTIFY message must have the event header, Any 
help will be so appreciated! :)
I found MS RTC send NOTIFY message (Subscription-State: 
terminated;reason=timeout)without Event header,so when resiprocate process this 
NOTIFY message,i will get a Missing Header [Event] Exception.
