SVN repo - https://scm.sipfoundry.org/rep/sipX/main  works fine for me.  What error are you getting when trying to checkout the code?

svn checkout https://scm.sipfoundry.org/rep/sipX/main sipXtapi

Note:  If you are doing this from a recent flavor of linux - it might be failing due to the root cert for the https site not being installed as a trusted root certificate authority.  If you don't plan to even commit changes back, then you could try the checkout using http instead of https.
