[Msrp] MSRP

So, go ahead and join the mailing MSRP list, if you haven't already:

https://list.sipfoundry.org/mailman/listinfo/msrp

I'm copying the list so that this makes it into the archives (there are archives, right?)

I'll try to summarize the conclusions from today's call:

   * Due to limited time availability from all parties, we are going to
get something that works first, and then work on compliance issues
     later
   * Derek will be doing some work on the parser. He will be moving
whatever parts of the resip code we want to re-use into the MSRP
tree for the time being. Ultimately, we hope to be able to use a
common library that is shared between MSRP and resip
   * The first pass of the stack will support IP addresses. We will add
name resolution once things are otherwise working
   * The first pass of the stack will break all messages into blocks of
2048 bytes or smaller; this avoids the need to support
interruptible messages. We will change this to be compliant once
     things are otherwise working.
   * The transport classes will be designed to be modular as much as
     possible without slowing development down.
   * There are several issues surrounding parsing of multipart MIME
that will be dealt with later. (It didn't come up in the call, but
I'll note that the currently defined API currently relegates
multipart MIME handling to the application. This feels right to
me, but I'd love to hear other opinions on the topic).

I've added Derek, Jason, Rohan, and Robert to the list of people who can check in code.

As noted on the MSRP web page, there is still a discussion we need to have around the license under which the code is made available. I'm relying on the current set of contributors to be willing to enter into a discussion around relicensing their contributed code under alternate terms. The fact that we're going to be pulling in chunks of resip probably tilts this decision towards keeping the Vovida license, but I'd still like the option of discussing this at a later date.
